I noticed Blob has 0 range but incapacitate. I always assumed EE, Incapacitate and MC had to be done at range.

Can anyone explain?

It says that Incap is either a close combat or a ranged combat action.

EE is a ranged combat action.

Mind Control is either close or ranged combat. MC has a default range of 4 for those with a rage less than 4.

There is no default range for Incapacitate. You could, however, Perplex the range.
