A character has Super Strength the whole way down its dial.
I have two separate feat cards (two separate unrelated feats, not trying to "stack" two of the same feat) which have SS given as a pre-requisite. Can I put both cards on the fig? Or can a dial power be used as a pre-req for only one feat at a time?

Also, can you only use the said power whilst Super Strength is showing on his dial? (Say if he's missing it for only 1 click, does he lose the feat during that 1 click?)

To use a feat, you must meet the prerequisites (have them showing on your dial and not countered).
Otherwise, Wolverine would be Auto-regenerating on his first click
I stumbled across the question last night while assembling teams for a 300-point casual. I wanted to run and "toughen up" some old figs just to see how they do against HoT stuff -- sort of a benchmark test.

+ av F01 Stunning Blow
= 115 points
The ability to simultaneously run both of the first two listed feats gives Alan full-dial Toughness, a semi-Mystics on the top 5 clicks (just not "unavoidable damage" as with Mystics), and Stunning Blow adds four clicks of damage-inducing Incap to the mix.

Don't forget that if you give him Armor Piercing as well the Damage Shield damage dealt won't get reduced below 1. Making it basically Mystics in Close Combat.

You are putting 30 points on a character with a huge glass jaw, though, and it is relatively easy to get around all those feats.
One Outwit will get rid of Damage Shield and Force Field (just counter ES/D).
Damage Shield only activates with close combat attacks; if a character shoots him (with, say, Psychic Blast to get around the Toughness), there is no retaliation.
And just plunk a tie-up piece (Mocking Bird, Spoiler, even a bystander, etc) next to him and he's got to either risk breakaway or waste an attack on this piece while others are shooting him to pieces.
If you really want to play with this GL, it is a way to make him more dangerous, sure... but it is certainly not going to make him unstoppable.
In this particular instance, I'd almost rather leave him featless and spend 30 points on a cheap character.

Understood, and I'd not feat him up this much in an actual event. I've used Force Field and Stunning Blow on him individually (and successfully) in the past, but never both at the same time.
Here's another question, and I've personally seen this one judged both ways at various times (which is why I'm confused). I also checked both the current rules and the Player's Guide -- if it's covered, I missed it:

It's in addition to. I can understand that not being anywhere though. There's no real game mechanic for "exchanging powers" so it probably never occured to GD to specifically say that it doesn't "overwrite" the power.
