1. in the rules for foom it says he ignores support powers of opposing characters. what does that mean?
2. can he use protected? there are no pre-requisites is why i believe he can.
3. i have 100 points left over to add with foom. be it other clix or feats doesn't
matter. what would you use?
never mind about feats. i see now you can assign them to foom. other two questions i still need help with if anybody can.

Reason: im an idiot.

It means that if there was ever a situation where an opposing character would use Support (the yellow power on damage) on him, he would ignore it.
I honestly can't think of a particular example of when this would happen within the exisiting rules, but I suppose future feats or SPs might cause something weird to happen... For now, I guess you can chalk this one up to GD being thorough.

No. From the Fing Fang Foom rules insert:
Feats
Feats can’t be assigned to Fin Fang Foom.

Not feats (as mentioned above). For a 100 points, I'd probably pack a couple Barrier characters. Foom's biggest weakness is that he lacks damage reducers over large portions of his dial; if he gets hit, he gets hurt bad. Barrier can block LOF to Foom so that he's got some protection against getting sniped.
I would take the 100 points and play Rip Hunter with him, since playing Foom on a force CAN be outwitted (he doesn't have to Power Cosmic team ability in a force). And keep Rip behind him outta everyones range at all times to keep that power going.

Seconded. The few times I actually bothered to play Foom I found Rip to be invaluable.

The best way to beat any Colossal is this, especially when playing one the Scenarios that come with them:
(Which is how 3 of us took down the original Galactus in the Galactus Scenario.
1) Play the Power Dampening Field Battlefield Condition. - Sure, it may hurt your figures, but it will hurt the colossal fig 3 times more.
3) Play the Shield Disruptor special object token, just make sure not to go near it. This is especially useful in the scenarios.
Negative on assigning Feat Cards to Foom. Can't be done.
If you are playing Foom, and you want to team someone up with him, keep it in semi-theme. Team the Makluan up with the 100 Point Skrull Yellowjacket.
