OMEGA EFFECTS: Before Darkseid makes a ranged combat attack, you can choose any or all of the following options for the attack: 1) Darkseid's range value is halved and his line of fire ignores characters and hindering terrain; 2) Modify Darkseid's damage value by -2; damage from this attack is penetrating damage; 3) Darkseid's damage value is 0; if the attack succeeds, put the target in any unoccupied square within Darkseid's range to which he has a clear line of fire.
Darkseid can be in the middle of the map and with a 12 range attack, "move" enemy figs all the way back to a Sentinel waiting in his starting zone. Then the Sentinel Captures. Next round as the Sentinel is already in the starting zone it releases the captive for the Victory points.

You could use Captain Marvel because not only can he capture but Captain Marvel can be TK'd which is a huge advantage over colossals

Is it as simple as announcing the counter and rolling two dice after your character has been successfully hit with a capture attempt?
Outwitting it makes sense to me. It's just the other part that doesn't.

Let's start at the beginning. FF rules, page 18:
Countering Capture. When Capture would be countered, roll 2d6; if the result of the roll is not doubles, Capture is not countered. If Capture is countered, all captives of this character are rescued immediately.
So there are two instances where you would want to counter capture: either before the character can use it (pre-emptive countering) or after a character has been captured (umm... non-pre-emptive countering?).
Either way, per these rules, you'd have to roll off, but if you successfully pre-emptively countered capture then the character could not use capture until the beginning of your next turn (or until you lost Outwit). If you countered capture while a character was captured, you would rescue those characters (see the rules on page 18 for exactly what rescuing results in) AND the capture ability could not be used until the beginning of your next turn.
