The team is pretty reasonably represented at 300 points:
78 JL Captain Boomerang
60 JL Bronze Tiger
53 Vet Silver Sable (my Rick Flag Jr.)
50 Exp Deadshot
47 LE Kate Spenser (standing in for Mark Shaw a.k.a. Privateer a.k.a. Manhunter)
12 R SHIELD MEDIC (standing in for Karen Grace)

I'm leaving out characters that don't do anything with the squad: Slipknot (who basically runs off before doing anything effectively and has his arm blown off), Duchess (first appearance, does nothing but pick up Slipknot), Captain Atom and Firestorm (who are "behind the scenes") and Batman (I only vaguely remember that he was in the area looking for Penguin/Mark Shaw)
With no "Privateer", it makes sense for me to use an appropriate close-combat proficient "Manhunter" dial. Super Strength doesn't make sense, so I have either the Rookie or the LE to use. Those dials also offer the sorts of combat options that Mark Shaw showed.
The SHIELD medic is essentially there to offer the TA for ranged attacks (Boomerang, Deadshot, Rick Flag) and possibly to heal Deadshot. (Each has crummy move values, especially if Running Shot is used)
Obviously this team has mobility problems, so I recommend cautious deployment, with Manhunter and Tiger trying to get into close combat while the ranged attackers offer supporting fire.
To upgrade to 400 points:
Mark Shaw was essentially an uber-proficient hand-to-hand combatant, so SI Iron Fist is a good upgrade. (+21 points) Improve the team's deployment by adding Passenger (+5 points) to being Bronze Tiger in tight.
Deadshot can upgrade to Vet + Trick Shot (+41 points)
This is 25 points in feats, so you have few options. Since you will be deploying slowly, you might as well add Contingency Plan to Rick Flag Jr. (+12 points)
Upgrading the SHIELD medic to vet is only +4 points (+6 if you have Tia Senyaka).
At this point you might as well find a 17 (or 15) point BST to represent Slipknot. Keep in mind you have only a maximum of 3 points left in feats (Alias is an easy choice, pick Bronze Tiger).
For TA/Wild Card abuse, the best choice may be Harvey Bullock (Police TA), but for simple strategy and to represent Slipknot running away (and basically doing nothing) go ahead an pick a BST with Leap/Climb (so you can get them into SS TA healing position easily: Ken Hale (+14), Swarm (+11), Lockheed (+8) or "Red" Ryan (+7).
There is no rationalizing Congo Bill (and Ken Hale, Lockheed are stretching) but the other twoseem reasonable: Go with Swarm for range and a super sense attempt.

The team above has a math error, Kate Spencer is 49 points, not 47. This means that NO SHIELD medic (too bad for Wildcards). I tried to play this team but noticed it was overbuilt!
