The bolded part I agree with - in fact, it'd be even better if the core rules themselves (rulebook + PAC) had a clearer wording.
But they don't.
Which is why I always read the current wording of the power/feat/etc. in the second half of the PG and then go check the clarifications (if any) in the first half.

I agree, it would be nice if the core rules were clearer. And I'm not demanding immediate changes be made like I've seen some people do on here. I'm just suggesting that it would be helpful.

For Maneuver, the serial comma is missing, which is grammatically acceptable.

That is a different case than what you have with retaliation.

You have another comma at the end which makes it a different case.

Yeah, but remember that your local judge has the final say. He might rule differently, but I'd doubt it.
