1. Can a soaring figure affect grounded characters with Outwit, Perplex, Barrier etc? I know they can't attack them.

2. Once you successfully "attacked" a friendly figure with a medic, can you re-reoll the amount healed with PC?

3. Can you use Running Shot with Pulse Wave and EE?

1. Per the rulebook, a soaring figure may only affect other soaring figures. He may not attack, nor use those powers on, non-soaring figures.

2. You can use PC to re-roll the Support attempt or to re-roll the Support amount, yes.

3. You can use it with either of those, yes.
