AA Crispus Allen ,SI Doom, and JL The Joker all have some sort of "Super Outwit"
YOUR POWERS WILL NOT SAVE YOU: Crispus Allen can use Outwit. He can use it normally, or he can counter all standard and named powers of up to two adjacent opposing characters.
POWERLESS: Doom can use Outwit. When Doom uses Outwit, he can use it normally, or choose to counter all powers or all abilities of a target character 6 or fewer squares away.
JOKER MAKES THE RULES: The Joker can use Outwit. When The Joker uses Outwit, he can use it normally, or choose to counter all powers of a target character within 4 squares.
my question is about "counter all powers". Are all powers showing countered or all powers on the entire dial countered? thanks
It is all powers countered for that round, until the beginning of your next turn. Those on the dial, and those that may appear.
Out of the the 3, Doom's is the most potent. As it counters all Special, Standard, and Named Powers, or it can counter all Abilities, and he has the greatest range his power as well.

I never thought about it before (never really thought about using Crispus, actually) but based on current rulings the special use of Outwit does not require LOF, correct?

Correct.
Also, I'd like to push for an overlooked figure: SI Reed Richards.
Quote
Reed Richards can use Outwit. He can use it normally, or he can counter all standard and named powers of a target character and roll a d6; on a result of a 1, immediately deal Reed Richards 1 unavoidable damage.
At 100 points and able to use Ultra-Outwit from 10 squares away, he's a steal... even though he cannot counter Special powers and risk taking feedback damage.
NEGATE: Time Trapper can use Outwit. When he does, he can use it normally or choose to counter the same power or team ability possessed by all opposing characters to which Time Trapper has a clear line of fire that are 6 or fewer squares away.
and
Skrull Emperor:
SCHEME: Skrull Emperor can use Outwit. He can use it normally, or choose a keyword and counter the same power or ability possessed by all opposing characters 10 or fewer squares away that possess the chosen keyword.

Wait, are you saying Reed Richards also does not need LoF to the target for his Special Outwit?
So why does Crispus Allen not need LoF? And are you saying Reed Richards also does not need LoF to the target for his Special Outwit?
Because it specifies adjacent characters, like Spider-Woman's.
Reed's, on the other hand, works like normal Outwit (notice the 10 range), but it counters all powers like several of the others mentioned. That was the reason Quebbster mentioned it.
