It is literally as simple as that.
Yes, before damage is dealt. Knock back hasn't happened until after. It is essentially ignoring nothing because it had not happened yet. If charge shows after damage is applied then ok, that makes sense based on the wording.
Actually, knock back has happened. The act of rolling doubles is what causes knock back, not dealing damage. All damage does is determine how far the knock back is.
So, since Charge (or whatever effect you care to name) is in effect when the knock back generating roll is made, knock back is ignored (or whatever it is the effect does).

Only if Charge somehow negated knockback damage... which damage reducers and Combat Reflexes do (interfere with knock back damage), so they are checked for after the damage.

Ah, there is the distinction. I was of the mind set that the doubles were an indicator that knock back will occur if enough damage is taken, rather than being the actual trigger. Thank you.
Its a common misunderstanding that occurs a lot of times when people try to make flow charts.
Its actually been this way for a very long time.
I have tried to point this out a couple of times myself whenever anyone wants to make one of those elaborate flow charts.

To simplify.. assuming I remember the PAC correctly
If you have charge when you're attacked.. you do not take knockback.
If you have Combat Reflexes AFTER the attack, you can choose to take the knockback.

If you have CR before the attack, you can chose to take knock back from it (wether doubles are rolled or not).
If you have CR after the attack, knock back damage is reduced to 0.
