I have a double sized laboratory map that I printed off of the internet many years ago, and on occasion it's been ruled that the windows count as walls except that they can be destroyed by any attack regardless of damage. Sometimes we allowed certain powers to be used through windows as well: Outwit, Probability Control, Perplex, Mind Control, and Psychic Blast. That was interesting.

I haven't played with any rules like these, but I like commandercool's suggestions. Off the top of my head, I might also suggest that destroying a window doesn't leave hindering terrain.
Alternatively, perhaps you'd get the defense bonus that you mention, but also the window is destroyed by any attack that goes through it?
I'd just make it Hindering for LOF, but blocking for movement. Sort of like Water is hindering for movement but clear for LOF.
Simple yet effective. If people want to go through them they still have to destroy the surrounding wall. Or if you want to allow characters through, make it hindering for LOF and hindering for movement (so basically it's like a wall that only hinders instead of blocks).

I would sat either +1 to defence or maybe even -1 to Damage(as in breaking the window making the attack weakens the blast, something like that would be interesting?). And hindering for moving through
