You could certainly get worse than this for 26 points. 5 clicks of life with a little Toughness, EE, 6 range and SHIELD TA can go a long way. I might be a little biased, since I have a soft spot for "named generic" LEs from earlier sets - and the Police/SHIELD ones work pretty well with little swarms of generics or as mid-level lieutenants for high point leaders.
