PERPLEX Once during your turn (but not during another action), as a free action this character modifies by +1 or –1 any combat value (including range) of a target character until the beginning of your
next turn (it can target itself). A character using this power must be within 10 squares of the target and have a clear line of fire to the target. This effect ends immediately if this character loses Perplex or is
defeated, or when the target is damaged or healed.
Since damage value is a combat value, the answer is Yes.

You can use perplex to modify range, speed, attack, defense, and damage (the combat values). Just remember your rule of three (no value may be modified by more than 3). For example, perplex can't modify an 18 defense below a 15 or above a 21.
also to point out if there is a SP that say that they can use such and such power as if they had such and such range, that value can not be perplexed.
So look at Wonder Woman from AA TIE UP: Wonder Woman can use Super Strength and Incapacitate (as if she had a range of 6). When she uses Incapacitate and successfully hits a target opposing character, you can give an action token to a second opposing character that has zero or one token that is adjacent to the target, if the attack roll would also hit the second character.

well u can perplex/modify more than 3, but only 3 can be used at a time, but the others are still there.
so like... you can have +5 on a character (say 3 perplex, then they have combat reflexes) the characters defense is a natural 17
with the modifications your characters defense will never go higher than 20
BUT
say the opposing character wants to -1 perplex your characters defense down to 19, he would have to bypass 3 separate modifications to get to 19
so in math form it looks like this
17+1+1+1+2=20
17+1+1+1+2-1=20
etc

Plus, of course, we need to mention that you CAN'T perplex up (or down) the number of lightning bolts on the base, as these are not a numerical value...

The most common use of this is probably to offset the -2 to attack from the Move and Attack Power. +5 Perplexes will cancel out the M&A -2 and still allow you a net +3.
