ok lets say shazam and black adam are adjacent to a character . the character is atacking part of the base that is not within the 4 squares of shield disrupter but the back half is . would shield disrupter take effect even though part of it was not in the 4 square range (we said it wouldnt but help would be appreciated)

It would, any part of a multi-base figure is considered for determining line-of sight, range, or adjacency.

My knee jerk response would be that the part of the dial in range of shield disruptor would be affected, while the part of dial out of range would not. Just like how World's Finest gets stealth for the part of its base in hindering, but not for the part where clear line of fire exist.

Is Shazam and Black Adam 4 or fewer squares from the Shield Disruptor? Yes.
Then damage dealt to them cannot be reduced.
