Speed - from the dark alley: Batman and Green Arrow can use stealth and ignore other characters stealth
Does this mean that using steath is optional? In otherwords on my turn and I'm shooting at a stealth fig, but I want PC. Can I "not use" the steath aspect without canceling the whole power so I can still shoot at the stealthed fig?

Special powers are always optional unless they specifically say otherwise. You can cancel this SP.
That is different, though, then what you are asking. When a power/ability/etc says "may/can use" you can always simply choose to not use that part of the game effect. That isn't canceling (which is defined Heroclix term), that's just choosing not do something you have the option to do.
But this is interesting: if you choose not to use the ability that grants Stealth, you're also not using the ability that grants "anti-Stealth". So, if Bat-Arrow wants to shoot at a Stealthy Talia, they must use "Dark Alley"--which makes them Stealthy to any friendly (or unfriendly) Prob Controllers.
Or are you saying that you can option out *part* of a Special Power?

The power says that they "can use Stealth."
This means that you can also choose to not use Stealth...and still be using the power. In other words, you've dropped your Stealth without canceling the power.

Both ways work.
All SPs (unless they specify otherwise) are optional. You could choose to cancel this SP so your friendly characters could draw LOF.
Alternatively, when a game effect like this says something can or may be done, you can simply choose not to do it. This SP allows the character to use Stealth (if it wants) and to ignore the Stealth of others (if it wants). As a player, you can say that you do not want to use the Stealth.
But, if you do choose to not use Stealth during your action to be able to use PC on it, your opponent will be allowed to use his, since you are not using Stealth for the whole duration of the action.
