Do I understand this correct that this figure can use B/C/F with Duo Attack and therefore can use B/C/F two times per round?

No, this means that on the card, the symbol appeared next to those power descriptions. PM & IF do not have the symbol, though, so the errata was to make the card match the actual dial (which has the symbol).
Otherwise, you might get people trying to argue that PM & IF are not actually a Duo character since their card doesn't have the symbol. (they'd be wrong, but this nips that argument in the bud before it can even get started)
In otherwords, the powers work as they normally do. No BCF with Duo Attack.
No. B/C/F needs to be used as part of a close combat action. Duo attack is a power action. The reason this can be used with charge and flurry is that both of these grant close combat actions.
DUO ATTACK Give this character a power action to make a duo
attack. It makes two separate attacks against opposing characters as
free actions (making two separate attack rolls). These attacks can
be close combat attacks or ranged combat attacks (ranged combat
attacks can have only a single target). Resolve the first attack before
making the second; this character’s damage value is modified by –1
for the second attack, to a minimum damage value of 1. If this
character is defeated as a result of the first attack in a duo attack,
the second attack is not made.
BLADES/CLAWS/FANGS When this character is given a close combat action,
roll a d6 after making a successful attack roll. The result replaces this character’s damage value
when resolving the attack. If the target was blocking terrain, a wall, or an object, it is destroyed on
a result of 3–6.

Right, my wording was incorrect. Sorry about that. To clarify for the OP, I just meant that both of these involve performing a close combat action, not that they each grant it as part of another action. Charge is the only one that grants in such a manner.

Choose a character. Give this character a close combat action targeting a single opposing character. After resolving this action, this character takes 1 pushing damage that ignores Willpower and team abilities.
It's just that here in public services in Chile (southamerica) da PC's have like windows 3.1 and got stucked when i try somethnig tht hard T.T (my work acctually sucks by tha way)

When Powerman and Iron Fist break down a wall, if the rubble falls under them, do they have to stop?
WALLBUSTER: Power Man and Iron Fist can use Super Strength. When given a move action, during the move they can automatically destroy up to 2 squares of blocking terrain or the wall adjoining two squares; they can continue their move, if any, after destroying the blocking terrain or the wall.
If I make you a trade offer, even if you think it's ridiculous, please at least respond with a kind and simple "Thanks but no thanks."
Typically they would have to stop, unless they have leap/climb at the time.
That would be atypical, actually.

Basic rule of thumb I tell people for Duo attack is it only works with the same standard powers that work with HSS, Steal Energy and Super Strength. Since most people have HSS pretty much memorized, this seems to help them remember.
