Now with this replace then modify ruling if I were to perplex namor's (SI) speed up three and charge which would take place?
1. Speed becomes 13 half it and charge 7 or
2. Speed of 10 half it to 5 then add the modifier and charge 8.
Dang, good question. It should change to the replacement vanue of half (5) then add the perplex. My venue is still playing this the old way of perplex then half... Unless theres somehting wierd though it really should be the half then add for a total of 8. Thanks for bringing this up! Anyone better with the rules then me got something to add?
Sigh... I wish I had something clever or witty to put here...
Except for the fact you can not do two actions at once even if one is a free action. If you declare charge with Namor, you then need to finish that action, before you do anything else. Therefore Perplex, then Charge.
But you're giving Namor +3 to speed, not changing it to 13.
So it could make sense that the modification, even though it was started earlier, still doesn't apply till after the replacement value comes into effect.

Though I can see it going both ways.
Combat values are checked at the time that they need to be calculated. So even though the Perplex occurs before the Charge, the combat value is not checked until the Charge. At the time of the Charge, the combat value (10) is replaced (5) and then modified (+3 to 8). So the speed value of the Charge will be 8.
From p. 6 of the Blackest Night Rulebook:
Quote
Whenever a combat value needs to be calculated for any game effect, the controller of the character whose value needs to be calculated starts with the printed value, applies all replacement values in any order, then applies the sum of all modifiers to arrive at a final result.
With Replace then modify you would take half of his printed, then modify by whatever value, So for SI Namor as the example, it would be 10/2 = 5 +3 = 8 for the final.

You missed the point of the question.
Yeah quess its right to half then add in the perplexes. Just never thought of that aspect of things. Too many years of perplexing then halving... Sigh...
