I have a few Event Dial's and i honestly dont know how to use them do you click them every round or what

Depends. Each event dial has its own special rules. See page 20 of the BN rules for the general info, but for most of the specifics you'll have to read the card that comes with each event dial.

The even dial's play card usually has an hour glass icon in it that would explain when to turn the dial.
