I don't have access to it, right now, but does the duo ability say something to the effect of, "Reduce the second attack's damage value by 1"? If so, you could run 4 enhancers to always have +3 to the printed damage value.

That would be fine.
You could always run 4 or 5 Enhancers, if you want, just in case of any negative modifier (Inertial Interference Field, opposing Perplex, etc).
Yup. I totally want to run Batman and Green Arrow with a bunch of Gotham City Detectives as backup.
I ran Fire and Ice with the new Checkmate generics. That enhancement on those white knights are deadly. And the ATA in conjunction with that pretty much tears everything apart.

That's on my 'to try' list as well. And more likely to see play as I actually own Fire&Ice.
Batman and GA do have an advantage in their Sharpshooter and anti-Stealth.

4 or 5 characters using Enhancement won't help against Inertial Interference Field. When calculated Enhancement would only increase the damage value by +3 and Inertial Interference Field affects damage dealt.
From the Player's Guide:
Quote
INERTIAL INTERFERENCE FIELD
When a character makes an attack using Running Shot, Charge, or Hypersonic Speed, reduce damage dealt by 2. Knockback damage is reduced by 1.
