That Black Panther looks sweet, but I don't have him and don't know if it is worth calling my judge to have him bring him (If he does have him). I forgot to ask if we can use feats, but I would assume we can.
Perplex would be nice. I don't have many pieces with perplex (over half of the pieces I own are from BatB and the set seems kinda light on perplex, at least with the figs I have).
I was thinking of using Damian Wayne or BatB Robin. Damian Wayne essentially has a backwards dial already, and Robin is pretty good throughout. Also thinking of using LE Diana Prince or regular Clark Kent for that perplex.
Feats on the Flashes would be fairly ludicrous, Armor Piercing and Nanobots (since your squad doesn't rely on objects to heavily).
You could also put something minorly flavor oriented on Wizard Shazam like Shellhead, heightened Reflexes, or heck even Taunt lol.
With the final 92 points I would say around 30 points of feats between the big guys and then throw in someone like a GCPD/Scarlet Witch duo to aid Shazam when he gets knocked down. Plus HSS with a 6 range and +1 damage and essentially +attack with the cop can be nasty.
Also, a high attack healer like Accomplish Perfect Physician to heal Shazam/Flashes back up might work as well.

I ended up using The Flashes, The Wizard Shazam!, HoT Spider-Man, and Cave Carson.
I went with Cave Carson instead of feats for a combo I wanted to use. In the 3 games I played, it worked best in the last game.
My opponent was playing a 500 pt, 8 figure Gotham City theme team. Most of his figs were cheap Batman enemies from HT. We were playing on the BatB graveyard map.
First turn I moved Wizard Shazam up, grabbing the 3D dumpster I was playing. Then I used Cave Carson to carry Spider-Man into the hindering terrain in the walled area to the one side. I let him go. Next turn I used the Flashes special power, moved all objects back by Wizard Shazam then put all but 3 of his figures next to Spider-Man. I then proceeded to Quake all of them for 2 damage (he used all 4 of his theme team rerolls) and knocked them back into walls or blocking terrain doing additional damage.
Couple turns later I phased Flash in there and shared his 19 defense with Spider-Man. He gave up after I took out 4 of his pieces and he hadn't hurt me yet.
