As I understand it, you must become a donor.

You have to donate to get your own avatar pic, not sure if pic with sig is available if you donate or not. Donating is very affordable though, I have only been seriously using the site for the last month or so, and I would be lost without it. I had no problem donating 10 bucks for a bronze membership (wish I hadn't been spending all my money on WOS boosters I would have donated more.) Bronze lets you use photos but not animated avatars not sure which tier allows that, but again if I had known earlier how cheap it was to donate I would have sooner.

See the green button on the right hand side of the screen that says "Donate"?

If you click on that it will take you to the subscriptions page, which lists each donor level, how much they cost, and what benefits you get along with your donation.

I don't remember what each level of "signature upgrade" gets, but I know that animated banners is an Adamantium perk; I think a non-animated banner is Diamond.
