Can a elevated character with Flight make a close combat attack on a grounded character when "adjacent"?

No.
Flight
This character ignores the effects of hindering terrain, elevated terrain, and outdoor blocking terrain on movement. A character with this ability can move through squares adjacent to and occupied by opposing characters. An elevated character with this ability ignores knock back damage if its knock back path crosses the boundary of elevated terrain.
Flight only concerns itself with movement, not combat.
Not without something else to allow it. You are not adjacent if you are on different elevations, regardless of flight. If the flying figure also had Leap/Climb they would be able to make the attack, as L/C allows you to target a character in close combat regardless of elevation. But not many flying figures also have L/C.

This forum could use a sticky on picture making.
The code tags work too, just not as well when you are using lines to outline terrain since the code tags treat every character as the same width. This makes the vertical line take up its own space.
It seems like normalview already stated this in his post but just for clarification.
A grounded flight character cannot make attacks on an elevated character either, correct (assuming no leap/climb)?
I had made this argue at someones house and was told I was incorrect.
Also are character's who are friendly considered adjacent for TA purposes (Police / Sinister Syndicate) when one is elevated and the other is grounded?
While we are on the subject, Poison only effects characters on the same level as well, correct?

Squares on different elevations are not considered adjacent for any purpose.
