Since it doesn't say at the beginning of each turn/round/etc., we played it that the choice is made once.
That is how I ran it as well, and was my logic as well. But as usual with HeroClix, the rules are ambiguous for a game that is supposed to have rules that are easy to understand and be black and white.
I'm getting ready to start another 2nd Edition AD&D campaign, and comparing the rules, 2nd Edition puts HeroClix to shame... and D&D is supposed to be ambiguous in many aspects. Plus my 2nd Edition Player's Handbook doesn't have a typo every other line, and no need for countless errata. TSR had the "measure twice, cut once" mentality.
Anyway, thank you Flatmatt for the assistance. Rep for the help.

Since the event dials are not legal for tournament play, you'll need to take them more casually. There aren't official answers for them, so use them as best you can. Can things be better written? Yes. Was WizKids trying to do something fun? Yes to that too.

Event Dials are legal for tournament play if both players agree to them. Where do you get that they aren't tournament legal? Ever hear of Golden Age format?
It seems you are just trying to make excuses for WizKid's lack of intelligent game design. Remember, the rules are so bad in this game we need a whole forum dedicated to it, in which the posts exceeds thousands upon thousands of questions and rulings, with 4 people dedicated to answering questions. And a rules errata book that exceeds over 100 pages.
Flatmatt had a good answer, and that is how I played it as well, thinking it be the most logical. Whereas you're reply really didn't add to the conversation, but thank you for your time.

I think he was just referring to the fact that they are not legal in Modern Age play, which pretty much means any tournaments of an official capacity.

I was more telling you that it is unlikely that you will get an official answer. If you like flatmatt's answer then go with it. If you're expecting rules posse confirmation, it will be one of their rare comments on an event dial.

ohohoh I can give you their answer on this one
"Ask your local judge before game play"
yeah that seems to be the case for most things, just ask your judge and make sure its clear before play, that way no one is expecting one thing then it is ruled differently.

The role of rules posse today will be played by Maraud. Brought to you by the letter Q.
