The only change I know of was this line being added in the player's guide
And that was added years ago.
@Thunder 88: If someone ever pulls the "I heard it changed" card again, just go to the player's guide (link to it and all other WK rules docs in my signature). That was all the current clarifications and errata. Some cards do get changed, but I think in this case he was pulling your leg.

Let's say I give Spiderman a +1 to attack. That means I give him an action? Then he can't use it until next round where he has to push, and by that time his +1 already expired?

Any character may be an Agent, yes. Oracle (either version) is the only character that can be placed on the card, though.

You give Spider-Man an action, any action. Move action, close combat action, power action... doesn't matter as long as it is not a free action.
When you assign that action to Spider-man, you can also at that time choose to modify any of his combat values by +1. So if you are giving him a close combat action, you might want to choose to bump up his attack value or damage. Or if you're moving him, maybe his speed value or defense value.
Whatever you choose, the modifier will last until the beginning of your next turn.

You don't "give him the +1 to attack." You declare an action. When you declare the action (like let's say attack), you give him +1 to attack (ie., modify his attack by +1). You may not, for instance use Outwit, which is a free action, to give him (modify) +1 to attack. The action you give in conjunction with increasing an attack value must be a non-free action.

Yes. Using the +1 modifier doesn't require an action in itself. It requires that the character be given any (non-free) action. The only question you need to ask is "Is this agent being given a non-free action?" Anytime the answer to that is yes, you may apply the +1 modifier.
OK, that's what I needed to know. It sounds like you were able to give an agents a +1 when they used a free action in the past?
As originally printed, any action (even a free one) could be used to generate the +1 bonus... so we wound up with things like Black Panther parked in hindering terrain, Outwitting from the safety of Stealth, boosting his defense every turn in case some one tried to attack him in close.
It was clarified to be triggered by a non-free action only relatively quickly.
