THE BREAKING OF THE BAT: When using Outwit, Bane ignores Stealth. If he uses Outwit to target a character named "Batman" or a character possessing the Batman Ally TA, he may counter a second power or combat ability possessed by that character.
BATMAN ALLY: A character using the Batman Ally team ability may use Stealth (though they do not possess the Stealth power).

No. A power must be possessed in order to be countered.

No, it is because it isn't possessed, as already mentioned.
If a trait allowed a character to possess a power or ability, you could choose to counter that specific power or ability. For example:
Batman and Green Arrow possess the Sharpshooter ability.
You can't Outwit the trait itself, true, but since the combat abilitly granted by this trait is possessed by the Batman and Green Arrow Duo, you can just counter Sharpshooter the same as you could counter their Duo Attack.

Team abilities can't normally be countered, no. I don't see any reason why Dissent wouldn't work, though.

Oh, I'm totally on top of the use vs. possess argument...just though that the "use" via Team Abilities fell under the same umbrella as Traits.
