The new Magneto got me thinking about this and I searched and could not find a relevant answer.
MAGNETIC SHIELD: Magneto can use Toughness. Characters halve their range values when Magneto is one of the targets of their attack.
If, for instance, I was playing the original Galactus scenario and Magneto attacks him from 10 range and hits, what happens when Galactus (now with an 8 range instead of a 16) can't retaliate against Magneto and there are no other characters for Galactus to target?

As I expected with the original galactus being prior to any special powers he wouldn't mention anything about them.
So I'd say basically magneto can pot shot him.
But for fairness sake i'd house rule magneto's power into the outwit/perplex category where you roll a die for galactus such that on a result of 5 or 6 he ignores that power.

I wonder if having to make house rules to make a fight fair in favor for Galactus a sign of power creep...
A follow up question,
if there are figures from a second team in range, would Galactus attack them instead?
I wouldn't call the house rules a sign of power creep as much as an unpredicted side effect of a change to the game (thanks to special powers).. I mean I guess that's Kinda power creep but it's not like magento is sporting an 18 range or something.. To me that'd be power creep.. the addition of special powers is more like an evolution of the game.
As for your second question: From the rules:
Galactus attacks only when it takes damage. After the resolution of an action from which Galactus takes damage, Galactus takes an action. This action must target the character that damaged Galactus in the previous action. The action can be a close combat, ranged combat, or power action.
Whenever Galactus takes an action, the player to the left of the player whose character damaged Galactus rolls the dice and determines the effects, if any.
Galactus always uses any powers showing on its current combat dial against the target, if possible. A close combat attack from Galactus targets each adjacent character. Make a single attack roll and compare the result to each adjacent character’s defense value. You can divide Galactus’s damage value any way you choose among the successfully hit targets, but at least half of Galactus’s damage value (rounded
up) must be dealt to the character that damaged it.
Galactus can target multiple characters with a single ranged combat action;
if it does, at least half of its damage value (rounded up) must be dealt to the character that damaged it.
Galactus can attack and be attacked by grounded, hovering, and soaring
characters.
Galactus is not affected by knockback.
Galactus cannot capture or be captured.
Characters and terrain do not block, or impose the hindering terrain modifi er on, lines of fire drawn to or from Galactus
So based off of that, unless mageto was targetable (and another team had characters in range) no he couldn't attack another teams figure.. as he MUST target the character who dealt damage. So assuming he can't It's reasonable to think he couldn't target anyone.

Or the Orange "open graves" on the Crisis map could be used to hide from Galactus since they don't block LOF, but prevent it from being drawn, period.

Yeah he's not unique but at least the first time i've seen the question asked..
That being said.. sounds like perfect reasons to give him some house rules in the modern day..

Sometimes, Galactus just can't catch a break
Less special, but as effective, characters with range greater than 10 could attack from one row of a standard map that Fin Fang Foom (range 10) could not reach in his scenario. However, he had a great counter on his Rampage Dial; when the Storm marker showed, everyone else's range is cut in half.
