According to the new rules, modifiers are added up when needed to determine a combat value. It also says that modifiers apply to a character for as long as that character meets the modifier's requirements.
free action 1) Figure A perplexes figure B attack +1. Requirements are met, A has line of sight to B and it's within 10 of range.
action 2) Figure C telekinesis figure B to a square to which figure A no longer has line of sight.
action 3) Figure B will make an attack.
At the time of action 3, can figure B attack value still be modified +1, since he no longer meets the requirements for the modifier ?
Here's the information collected from the rulebook and player guide.
MODIFIERS
Modifiers increase or decrease a combat value by a specific amount and are cumulative. Modifiers apply to a character for as long as that character meets the modifier’s requirements, and are added up when needed to determine a combat value. Modifiers use the word “modify” or “modifies”. Modifiers never set combat values to specific numbers or halves; they involve adding or subtracting.
Perplex
Once during your turn, give this character a free action to
modify by +1 or –1 any combat value of a target character
until the beginning of your next turn. A character using this
power must be within 10 squares of the target and have a
clear line of fire to the target, including itself. If a target
character is damaged or healed, the effect of Perplex on that
character ends immediately.
Are you asking if the perplex would still be in effect? If so, the answer is yes, you just need to have line of fire to use perplex, the figure using perplex does not have to continue seeing the character it used it upon afterwards. Use it and it lasts until the beginning of your next turn whether line of fire is broken or not.

In addtion, once that initial free action is used to activate Perplex, the only requirement is timing and/or clicking the target character's dial:
Perplex

The bolded portion establishes the normal, timing requirement. So long as it is not the beginning of your next turn, Perplex should still be in effect. Then the underlined portion adds a second condition where the effect can end early (if the target's dial is clicked either by healing or damage). So long as this extra condition does not end the effect early, the timing laid out in the bolded portion will continue to control how long the effect lasts. These are the only two requirements for duration of this modifier.

LoF and range are not requirements of the modifier. They are requirements of using Perplex.

As I said above, the requirement for Perplex are the timing (until the beginning of your next turn) and whether or not the dial clicks.
LOF is only used to actually use the power in the first place. It is not a requirement that impacts the duration of the power's effect.
What's really annoying me is this combined with the replace then modify rule.

On the following action you'd move that figure somewhere else with TK, for instance.
On the next action, that character uses running shot to attack. His speed value is halved and then perplex is applied, because it applies when calculating is needed. So instead of halving the perplexed value, as it happened before, now you halve the printed value, and then add the modifier.
But if perplex is added only at this time, at the time of calculating, as the modifier rule states, I don't understand why the other part of the rule doesn't apply, which is the modifying restrictions must still apply. In the case of perplex, that would mean to be in range for the perplex and with line of sight.

Perplex is used once. Then, once it is used, that character has a modifier applied to it until the effect ends (as spelled out in the Perplex description).
The modifier is there, just hanging out now. Then, once the combat value that was the target of the modification is used, first all replacements are made, and then all applicable modifiers are totalled.
You make it sound like the power doesn't actually work until the modifier is needed and that is not the case. Modifiers are placed on the character whenever the game effect in question (power, terrain, etc) says that it is placed... in the case of Perplex, that is when the free action is given. However, the modifiers aren't totalled and used for anything meaningful until the combat value is actually used.

Notice that parts says "added up" when needed, not "powers are used" or whatever. This means that the modifiers can be there, just hanging out from some previous game effect. This is what Perplex does: the combat value has a modifier placed upon it when Perplex is used and then would stay in place until the Perplex description says otherwise.
And just keep in mind, that your scenario works the opposite way, too. Maybe your opponent's character is getting to move "extra" spaces with the replace then modify rule... but if YOU Perplex down his character's movement, replace then modify, will in all likely hood cause a shorter Running Shot distance than under the old rules. It works both ways.
