You mean its not in the PG? I actually thought that it was.
Isn't that what the PG is for though, to spell out mechanics in plain words as a reference whenever something like this comes into contention? In fact, that's about the only thing I use the PG for.
So what's the difference here that isn't there for countering, say, Scar's Flight or Carry?
So if I am understanding this, Power Cosmic or Q only lets your POWERS not be Outwitted(aka something on the stats on the day, a colored square or white ability) but you could still outwit Flight, Carry, Sharpshooter and all that as they are abilities and NOT powers?

As far as I can tell there isn't any difference between the two situations: instead of referencing a rule which is stated they allow for interpretations based on what isn't explicitly outlined. But that kind of rules lawyering has started more fights than I can count. When you leave it in the hands of ignorant players there are always bound to be mistakes. The final word is that there are official rulings and players are looking for a way to reference those answers. If the Player's Guide does not reference this information then maybe we need to start a HCR guide that does.

I'd rather not have another piece to add to an already large document. Nor would I want another document to add to the others. I understand what you are saying here. If its in writing then there would be no arguments, or at least fewer of them. But if players sat down and actually read, really read, the rules and pac, in their entirety, most things like this wouldn't need to be clarified here. PC says in its description that the fig's powers can't be outwitted. The rulebook says that powers are not the same as abilities. If you put those two pieces of knowledge together, then you would come to the conclusion that PC TA can be outwitted because its not a power.

That's what I'm getting at. There isn't room for interpretation.
I see it as being no different than "can you use X power with Y power?"

The only way Doom can see Bats in stealth is if he's WCing Ultimates/Supes Ally.
Starter Doom's Lord of Latveria super-outwit was ruled to not work in tandem with Dissent. So you can't outwit Batman's stealthy TA. Though you could outwit something else.
Mystic Doom's super outwit still requires line of fire.
