I have a question for Troia's photonic tie up special.

Photonic Tie Up - Troia can use energy explosion. When she uses energy explosion, each opposing character who takes damage may be given an action token after the actions resolve.

OKay so characters with damage reducers will negate the damage down to zero if the attack hits, however would they still get an action token? 1 damage reduced to 0 damage is still damage, right?

It is not. You "take damage" if you actually click the dial. (Think Mystics.)
