First off, I assume you mean smoke cloud, as in the power Robin has. The PAC describes where you can place the smoke tokens.

If you are on elevated terrain, drawing line of fire to non-elevating terrain, you ignore hindering terrain and figure bases that aren't in the square you're aiming at.
