Or is the not always an indicator of Multiattack the way is always an indicator of Swim?
The damage symbol only means that the character is a colossal character and that it has the Colosal Size ability, nothing more. To be able to use the Multiattack ability, their character cards would need to indicate that they can use the Multiattack ability.
From the Fantastic Four PAC:
Quote
A character with the colossal damage symbol is a colossal character and has the Colossal Size ability. Colossal characters might have special rules that are provided on the character’s character card or a separate rules sheet.
But if you look here, it's clear that there's more than a front and back to his card (like Thor's chariot and the Skrull Impostor dials), and that information may alter the 100 pennies coming MutantProfessor's way.

Since the card is double sided on both sides of the card, it stands to reason that since we have not seen two sides of this four sided card, there is information that we will be surprised by later. The first two pages are accounted for and reveal keywords, point value, trait, movement, and attack powers. The second page reveals an attack special, defense powers, and a damage special. It is likely that there are more damage powers and that there is at least a first appearance note.
I foresee two possibilities:
1) The third page is filled with damage powers and the fourth page contains the usual first appearance and brief character summary.
2) Nemesis has few enough damage powers that the first appearance and summary can be placed on page three. On page four are Nemesis' special rules that have in the past accompanied all colossals (but not necessarily on a character card like SCAM)
SCAM's special rules took up two pages with small print so I believe #2 is unlikely. My bet is on #1 although I do like the idea of these six new colossals each having special rules.
