Can the same friendly character be TK'd twice in one turn?

Yes. The limitation is that a character that was TK'd could not use TK.

But, a single figure can be TK'd as many times as you have TK and actions.

So, yes, if you have a bunch of TK'ers in a line you can move a fig from one end of the board to another in one turn. Its my favorite way to deliver poison cause that dog thing is so last year.
