If a clix has two lighting bolts on it like red taskmaster can it can in base and use double blades claws fangs?

No, not in base to base. In B2B you can Incapacitate 2 figs with the 2 arrows. He's thinking of the Flurry superpower. If you attack from range you can target two figs but your damage drops to 1 for each. You may also do this with close combat, but no BCF.

The two lightning bolts only allow you to target two different characters with one ranged combat action. BCF is a close combat action so the abilities can't be used together.

If the character is base to base and can still do a ranged attack (they are a flier or a non-flier character that is not adjacent to a non-flying opponent) then they can use those arrows with powers that require (or can be used with) a ranged combat attack (like incapacitate or mind control). If they can't do a ranged attack then they can only target one character with a close combat attack. If they have flurry then they can make two close combat attacks.

Not sure where you get that sundown.....Bolts are used in ranged combat attacks only. If a figure with 2 bolts is based(assuming both are non-flyers for the moment), he cannot use a ranged combat action, and therefore can only Incapacitate 1 figure as a close combat attack. This does change when either figure is flying.

However, back to the original question. Again, bolts can only be used with ranged combat actions. BCF is specifically used with a close combat attack only. Therefore, the 2 do not mix at all.
