I'm just having a bit of trouble wrapping my head around the wording on this object. I looked to see if there was a "Final Word" on it. It's the AND that is throwing me.

The word AND is bothering me and I know it's been discussed into the ground already a while ago, but "AND" usually means "In addition to."
The way it reads says that you get to boost your range by 2 if you have barrier or Telekinesis "In addition to" being able to getting a +2 to range when using Telekinesis.
To confuse the issue, we have the most recent player's guide that says this:

To me, this contradicts the bonus to range you get when using TK. According to the players guide it no longer gives a bonus to TK and only increases barrier? Am I reading this right?

No, TK operates at 10, like it says
The Barrier power is dependent on the combat value range so it has a specific modifier
TK does not use range. The new wording is basically saying that your character with TK does not get a range bonus to make an attack with. You only get the range bonus when using Barrier.
So you get +2 to your range when using Barrier (because Barrier is based of your range), and you can use Telekinesis within 10 squares instead of 8 (because Telekinesis is based off counting squares, not range).

Which is how I understand that it works. I just keep getting hung up on the the word "AND" though. Can we get a final word on this that cleans up the phrasing for good please?

This is exactly it. Range values have absolutely nothing to do with TK; without that "and can use Telekinesis for 10 squares..." part, this object would not have any impact on TK at all.
So the "and" indeed mean "in addition to". In addition to modifying the range of the character by +2 when it uses Barrier, it can also use TK at 10 squares instead of 8.
