1) Pulse Wave: By ignoring all team abilities, does this mean it also ignores the Mystic ability to retaliate? What about the Defenders and Defend superpowers to boost the defense of a targeted character?
2) With the rules as they are currently written, does this mean that R/E/V Flash no longer uses an action when making a Hypersonic drive-by?
4) How does the new multiple targets rule factor in when using characters with a base damage value of 0 (Hawkeye) or 1 (Bullseye, Boomerang). Do you attack three characters, and if it hits you then pick one character to take a click of damage?
5) Do you get an Impervious roll against attacks that deal 0 damage (Incapacitate, Force Blast, Mind-Control)?

That’s what I would think, too but I just know I’m going to end up in a debate with someone who says “Zero is still a number!” and either the judge will side with him or we’ll have a roll off and I’ll lose it and not win the game and everyone will laugh at me and then I’ll never get a date for the prom and I’ll just stay home and be sad. Or something.
Wait... I’m 24. I don’t think I can legally be a prom date anymore.

1) Yes, it ignores everything.
2) That depends on the new wording of the JLA Ability (which I haven't seen yet) but if it's made to say the same thing as Top Cow then you can have the Flash do his hypersonic and it won't cost you one of your actions for that turn (he still gets a token of course).

4) Hawkeye is useless for multiple targets unless you have some trick to up his damage (enhancement or perplex). The others can target multiple characters and decide afterwards who gets the 1 click of damage.
5) You can roll all you like but unless they do damage greater than 2 it's kinda pointless as Impervious as can no longer be used to avoid an attack altogether. Now you can reduce the damage to 0 but the attack is still considered a success so the mind control, incapacitate token, etc will still go through.

No. The movement is a move action, the attack is a free action that he may use to make a close or ranged combat attack. So the Flash will most likely be able to do his drive by and attack as his JLA move.
His other option of multiple hitting is a power action so can't be used with the JLA ability (most likely).

Can he really use Outwit in mid-action? It would seem to contradict the idea that you cannot make actions during someone else's action. The wording of HSS seems to specify only that he can make a free attack during this maneuver...
Canada Maestro is of course correct, and yes, Outwit can be used mid-action. As the free action definition says, it can be used anytime, unless the power itself tells you otherwise.
That's how I used to use it before I understood the old rules better.
Meaning, Flash can run in, outwit Impervious, and pop somebody (and then run away). Or just run into LOF, do it, and run away (and not count against my actions, via JLA ability)
