According to the new rules, "A hovering character may ignore the effects of opposing characters and hindering terrain on movement." Does this mean what I think it does? Do fliers now get to fly past opposing figures without stopping? The sentence earlier on Hovering still states that a flier "interacts with nonflying characters as if it were on the ground." Maybe they can fly past other fliers but not grounded...
I'm confused. Does this mean any change to the rules for a hovering flier or not?
Clarification from DrGandalf:
"Flying Figures and Breakaway - A flying character can ignore the effects of other characters when moving. However, if a flying figure begins it's move action adjacent to an opposing character, the flyer must successfully break away in order to move."
