More about that RCE/CCE "no other powers" dealy...
So if my opponent uses his V Green Arrow to target me with RCE, does this mean he cannot use Stealth on this series of actions, and I can then target him from range on my turn?
As of right now, Yes, Green Arrow would have to shut off his Stealth to use RCE. However, powers that are turned off return at the end of the current turn, so GA will have Stealth turned back on during your turn.
Yeah... the whole turning off "optional" powers to use RCE/CCE is just a technicality (unless you're playing a rules lawyer). The only exception I can think of is Super Strength just cause you can't drop an object once you pick it up.

As of right now, and the past many months, there is no explicit statement from WizKids on the extent to which RCE must work alone. Make sure that you know what your Judge uses, or make sure that you and your friends agree before you begin playing, and follow those rules.
There is no definite ruling. Because issues like this began coming up, DrGandalf went to the designer's looking for the ultimate clarification on what was and what was not a legal use of RCE. Definite rulings on Willpower/RCE/CCE came out disallowing that combination, and so players who disagreed took up the charge that all optional powers need to be turned off in order to use RCE/CCE, as that was what the Willpower ruling implied to them. At this point, DrG wasn't giving RCE rulings on each issue because he was still awaiting the final word from above, and so that player-made opinion began gaining a distressing following, and over time a lot of the forum has begun to assume that things like turning off Stealth are the official stance.
It is not official that you must turn off Stealth. That is a player extrapolation, and one cause of the current rethinking of the entire issue. For those who espouse turning off all powers as the current state of the rules, you are doing yourself a disservice. For now, we're all just going to have to wait until we hear word, because otherwise it's clear that we're all just saying the same things to each other in one hundred different threads and wasting what's left of our fingers' good years. Save yourself from carpel tunnel and just hold off for a bit, please.
Hmm. Well the only reason this would matter would be IF the opposig player has a Probability Controller who would otherwise have line of sight on the stealthed character. In such a case, this would make the difference between him being able to force a reroll or not.
Given that it actually effects the outcome of the action, I would indeed think that Stealth would have to be turned off, SIMPLY because of Wizkidz' previous stance on Willpower. Frankly, I think the RCE rule is a stupid one anyways, and that RCE and CCE SHOULD be combinable with any other power, but this would seem to be a logical read on Wizkidz' stance.
Combining RCE and CCE with RS and Charge (respectively) would make them ridiculously powerful and unrealistic. RCE is supposed to represent careful aiming, knowing where to hit, and how to hit.
Running Shot means you're running and firing. Try doing this and then carefully aiming all at the same time. You'll find it to be impossible without some sort of targeting system. Heros in this case are no different. They have the same problems effectively pinpoint targeting when flying around blasting things.
CCE suffers the same thing, try running at someone and then hitting them in the exact spot you wanted to. You may hit them in the same general area, but it won't be pinpoint accuracy. Which is more of what CCE is supposed to represent.
I don't believe Combat Expert should have been the name of these powers. It implies something that just isn't there, especially in the multitudes they handed it out.
Yes Batman and Cyclops are experts in what they do. Trioa... umm no. Wonder Woman? Sorry.. Supes.. not in this lifetime.
RCE and CCE represent different things on different characters. For some (Wonder Woman, Supes, Troia, Bane) it represents super strength and the extra wallop in their punch.
For others (Batman) it represents years of training and expertise in Martial Arts.
RCE is the same.
Cyclops is highly skilled at hitting things with his eye beams.
Hawkeye is a master of his Bow.
Bullseye never misses (except in Heroclix).
Etc.
