Nice review. But are incapacitate and force blast good powers to have? They don't do any damage unless it's a push or knockback.
Incapacitate is a fantastic power. Being able to force your opponent into inaction is a great tactic. Multi target Incapacitate is an easy way for a low cost figure to tie up much higher point cost figures. It is also a sneaky way for low damage valued figures to damage Invulnerable/Impervious/Toughness figures. You also can use Incapacitate to force Mystics/Crossgen characters to push thus circumventing the team ability generated damage. Also, if a figure has been assigned the Protected feat card, you can Incapacitate so that they either do not have an action to use the feat card with or they will take a pushing damage to utilize the feat card.

For 42 points this Green Arrow will most likely be ignored by most opponents, can hide in Stealth, and has a decent enough attack value that he should be able to Incapacitate 2 of your opponents key figures every other turn. This will allow you to decimate those figures with your main attacker(s) without having to worry about retaliation from the Incapacitated figures.
I am not removing this until we get the rest of the Marauders, Cameron Hodge and Genoshan Magistrates. Thank you Wizkids. Uncanny X-Men was perfect.

Incapacitate can be a game changer. It's all about pacing. If you have two characters left against a big bruiser, you can slow them down to almost a complet stop while your other character nickels and dimes them. If you're opponent moves somebody out, you can put an action marker on them with incap and you probably won't get attacked that turn from that character for fear of pushing. You ask if incap is a good power? It can be game winning.

I agree with RampagingHulk - Games usually are not won through incapacitate, but you can always incapacitate a character who then pushes to attack, rolls a critical miss and then KO's itself...
And then laugh.
