Yes, as long as they have a clear line of fire.

Yes. So long as they have line of sight. Nothing has ever stopped this before because it is NOT nor will it ever be an attack. Only attacks and power actions are affected by basing. Since Outwit, PC, and Perplex are free actions they are not affected by the range limitations of being based that other actions would be.
