Ok, just to be straight on this. Under the old rules, enhancement did add damage to MC, but New Rules it does not?
Also, I was told by Judges on this forum that someone with Charge can end their move in hindering and still attack. All the rules lead me to believe this as well. Chapeau may have said this, and generally I don't mind a ruling on ambiguos rules, but to have him say "Please, this isn't complicated, let's not make it complicated." is ridiculous. The rules say entering Hindering ends your movement, not your action. Seems pretty clear to me. If not, then you can say if Black Panther moves onto hindering, then he can't use OUTWIT right then.
Enhancement/SHIELD only add to a MC attack IF it's a critical hit. This is a loophole due to the FAQ allowing the Critical Hit to inflict a click of damage for Mind Control attacks. Prior to this FAQ entry, there was no critical hit damage for MC attacks and therefore no Enhancement/SHIELD damage also.
Under new rules:
The Indy HeroClix rulebook explicitly states that MC is a no damage power and you cannot add damage to this attack by any means (including Enhancement or SHIELD). This is explained in the glossary.

To be fair to Chapeau, he made the statement "Let's not complicate things" in the judge's forum after many many arguments between judges and pages that rehashed what he had already stated on the first page.

Thanks for asking and answering on this forum. I use this site learn the finer points of strategy and your question and answer on Hypersonic speed cleared up a misunderstanding we had on movement count then attack.
