HOOK, LINE, AND MASSACRE: Give Lobo a power action, and choose an opposing character within 5 squares and line of fire, and roll a d6. If the d6 result is higher than the number of squares to that character, you may place that character in a square adjacent to Lobo. On any result, you may then make a close combat attack.
My question is, if Lobo doesn't get to put the character next to him can he still attack that same character?
Lets say Lobo is next to Superboy. Superman is 4 squares away. I use the power on supes and roll a 3. Can i still attack supes?

No, he is not adjacent, but you can still attack Superboy.
The key phrases (that are missing) to help prove it are that 1) You are not making a close combat attack against the character 5- spaces away, so there is no reason you can't do it while adjacent to someone else, and 2) it does not say On any result, you may then make a close combat attack "against that character" or especially "even though he not adjacent".
There is nothing in the text that says it is OK to break that rule.
