I wanted an orange post to clarify this if possible as my player group was not aware of this ruling and I was unsure of where to direct them to prove it.
Also I checked another clix site and their wording is pretty much the same.
The 2nd half of the current wording of the power says "once per round during an opponents turn...". So you can only use Probability Control once during your turn and one time during the rest of the round.

That is what I said, and quoted that I had read, but I was told they could still use it once per 'player turn.' So wanted an official guy to post to help clear it up for them.

It doesn't get more official that the rules.

A HeroClix Core Rules game is broken down into a series of rounds. During a round, the first player takes the first turn. When the first player’s turn is complete, the player to the left takes a turn, and so on, clockwise around the table. Once all players have taken a turn, the round is complete and a new round begins. If all of the characters on a player’s force are defeated, the remaining players continue taking turns in the same order.
That shows that a round is one time through all players' turns.

That tells you how many times it can be used during a round.
