Starter Guile - Flash Kick--Does it require breakaway when moving 0 squares?

Moving him is not optional, even though you can choose to move him 0 squares. I believe that, if he begins this action while based, he would have to breakaway, since a Super Strength character who's standing on an object while based would have to breakaway to move at least 0 squares in order to pick up the object.
I concur. If it were auto-breakaway, the power would read so (see M+M Beast's SP and Lunge text for precedent).

When a power says "may move" that means you have to breakaway. If it says "place them", that does not require breakaway. Of course unless the power specifies.
I see you asked about this but never got an official ruling. When I read this yes you have to make a breakaway to move. That doesn't stop the action you still get to make the attack.
After reviewing this a little more you maybe right.
CHARGE Give this character a power action; halve its speed value for the action. Move this character up to its speed value and then it may be given a close combat action as a free action. A character using this power ignores knock back.

I would say that no break away = no attack
Agreed: it's implicit in the wording of the power, just as it is with Charge.

No orange ruling was made because the correct answers had already been given a couple times over. We don't post when we don't need to do so; just because a poster's background is grey and not orange doesn't mean that they can't be correct.
Since you are now providing a dissenting opinion, I will now officially say that the previous posters had been correct. Since the action given to Guile begins with movement, he must roll break away when he tries to use this power (like Charge). And if he fails the break away, the entire action immediately ends (again, like Charge). No attack can be made since the action has resolved.

Yeah after going through it I released it. =) Until I did my homework on it I had ruled you could do it without, moving.
