so in an actual game if we are playing a 300 point game, if i am over by 1 point is that ok?
i remember playing as a kid and there was the 1% rule, so you could be 3 points over on 300 point game.
is that still relevant?

Barring any House Rules or Special Scenarios, 300 points means 300 points-- a list which comes in at 301 points would be illegal.
300 points means UP TO AND INCLUDING 300 points. For a casual game you can ask you opponent if its okay before hand ususally they'll klet a point or 2 slide. But for official rules it's literally maximum of 300. This isn't like speed limit signs

Just before I took over the judge slot at the local venue ages ago (now closed, sniff), the group voted in a rule that came to be known as the five-point spillover. That is, if you were less than five points over the build total, the difference could be ignored. Not two weeks later, someone comes in with a 305 point team, with a five point feat! I amended the house rule to read that you could go five points over, but only if your team consisted of nothing but figures. The idea was to be nice and not force someone to abandon a team that had all the right people on it to make the force he wanted, not to give people a free extra five points.
