If I am playing Walter Kovacs and use the following power:
I READ THE DROPPINGS OF THE CITY: At the beginning of your turn, choose a keyword belonging to an opposing character adjacent to Walter Kovacs. Until the beginning of your next turn, modify the attack value of Walter Kovacs or a character friendly to Walter Kovacs by +1 when they attack a character that possesses the chosen keyword.
a) If I use Pulse Wave from a character who's range does not reach Kovacs, do I get the bonus? (Similar to perplex sticking if the perplexer is outside of the pulse wave range)
b) Does my character get the bonus against all characters if he targeting a single character with the chosen keyword (and other characters who do not possess the keyword), either through multiple targets, energy explosion, or Pulse Wave? (It doesn't say that he gets a bonus against that character, just that his attack gets bumped up when he attacks a character with that keyword)

If they aren't in range, the trait can't be ignored. The bonus stands.

If they attack that character, period, they get the bonus. Doesn't matter what else they may or may not be doing.
The bonus will only apply to the chosen character. See the PG entry below in post #5.

So this is not going to go with the old standard that it is only +1 to the targets that have they key word and normal to the rest?
This is based on the rulings we had from HoT Thorbuster that says
"TO FIGHT A GOD: Thorbuster can use Exploit Weakness. When Thobuster attacks a character that has the Asgardian and/or Deity keywords, modify his damage value by +2."
it was said that the +2 would have to go to the one that had the keyword.
Then we also had immortal contempt that it was said the +1 attack was only applied to those without the keyword.

I am unaware of these rulings. I know there was some back and forth on the issue, but to the best of my knowledge, they were never really resolved. They certainly are not in the PG. In fact, all the PG has to say about the issue is:
When using To Fight A God and targeting more than one qualifying character, Thorbuster‘s damage value is only increased +2 once, not once per target.
I know back when HYDRA bumped AV instead of dropping DV, it wasn't really clear what happened if the HYDRA guy could only draw LOF to one (of multiple) target... I know there was a ruling for that which stated the bump only applied toward the target the HYDRA guy could draw LOF to, but that was really awkward and was pretty much the reason the entire TA was tweaked to work against DV.
