Time Jump Places, sudden stop needs there to be movement so, No.

the only thing i will say is: the way the power is worded, you have to have another figure in play to bring the flash back... so, if you only play flashes, and you remove them from the game... you couldn't bring them back if you wanted to. is this correct?

If you control no figures on the board the game will end. So if you play only 2 Flashes and you remove Both of them at the same time, the game would end.

We need an errata that says that if The Flash is KOed that way, your opponent scores the point. That's already how my fellow players and venue would rule it i guess, since when a character is KO (whatever the effect is) the opponent score the point in our games.

I'm not following you here... If Flash is KOed, why would the opponent not get the points for him?

The Flash never is KOed with this trick. That is why no points are scored.
I'll suggest an erratum to the power here so it works as I'd presume it was intended to. I'd change the bolded part.

This way if you had somebody trying to pull the Flashes-only trick they'd both be KOed, serving as incentive to actually play the game.
The fix might come in the form of changing the actual win condition of the game. I think the Flash operates exactly how the Game Designers wanted him to.
