The most annoying thing to me is of course (once again) the fact that I was a part of the 2011 rulebook team and didn't notice this bug back then. Every time some bug in the 2011 rules comes up I feel slightly responsible for not noticing it during the proof-reading process.
Proofing rules or instructions requires someone who is familiar with the topic/subject. Unfortunately, that very familiarity will also lead to overlooking minor issues because you know what is intended. Which is why you also need a relative novice who will say "Huh?" and get the experienced eyes to see the potential confusion.

I don't even really know what to say to that. It's not 'breaking' anything, those are the rules of the game. Without those types of powers, you might as well just play chess.

Well, HeroClix is basically a game with very simple and clear rules. Then we have a whole bunch of stuff that are exceptions to the basic rules, i.e. they break the rules.
