I have looked and re-read my core rulebook and nowhere in there are there team rules. Is there an online source for official team play rulings? If so a link or post of them would be much so appreciated.

There aren't any in the rulebook, but there are rules for it in Tournament Rules
Ok the link mithmyrr posted was halfway helpful, it cleared up a few things but our venue was having issues with other certain aspects. 1. are teammates treated as friendly for purposes of being the target of telekinesis without having to make an attack roll and other effects such as enhancement and effects that state friendly characters only. 2. can you use prob control and team prob controls on your partner?
You can do it as you like. Like any special scenario, the judge/venue has the final say. Just ask them (they will hopefully have made all the relevant rules available in advance).
The problem with doing as we like is one of the players took it upon himself to say hey these are the rules and they only benefited him and noone knew the actual rules til afterwards so im trying to find a printable set of rules so noone can take advantage of everyone else's lack of rules knowledge.
Im assuming that anything you can use on a friendly character you can use on your partner because in the link mithmyrr added one of the examples says something about carrying your teammates character

As long as your judge or venue states ahead of time "These are the rules" and spells them out, there is no problem. That player can argue until he is blue in the face, but venues are allowed to house rule as the will. To be fair, you will want to make sure any such rules are posted in advance and freely available for all to read.
Actually having re read the info given by mithmyrr I found a tiny sentence i over looked stating for team purposes figures controlled by your partner may be affected by powers and abilities that say "You or You control" so prob control etc and abilities that say "character you control" or anything to that effect are treated as if they were your character. TYVM everyone my problem has been answered...now Dr. Manhattan at 800 pts will be dishing out his limitless(only hindered by that cursed rule of 3) omnipotent wrath in this weekends tournament for some much needed vengeance and retribution >:D

Prob Control is a sticky wicket.

Probability Control
Once during your turn, this character allows you to reroll one of your rolls, ignoring the original roll. A character using this power must be within 10 squares and line of fire to the character for which the original roll was made. Using the same rules, once per round during an opponent's turn, this character allows you to force that opponent to reroll one of their rolls, ignoring the original roll.
Even though the partner is friendly, he cannot be affected by your PC.
You can use PC on your turn and on your opponents' turns.
That said, the judge can interpret the rules in a way that allows it, but strictly speaking it will not work.
Although there are 2 squads the force is still considered one team, with both players being considered the "you" refered to by certain powers and all characters being considered friendly to each other and opposing all of the characters on both of the squads of the opposing team.
technically if my partner makes his attack roll its not MY roll but by this rule it is? thats what confused me im not physically making the roll but the character being affected is still mine and can be affected by powers affected by only characters I(you) control
so yeah its up to judge's interpretation circle logic could be argued for that rule all day lol still thats the only rule found uncertain out of all the ones the other player screwed us over on so yes Manhattan will still om nom everyone all the way to that booster brick grand prize mwahaha....ha
