Yes, Psychic Blast was countered on the dial, but the gauntlet which allows him to use it cannot be countered and since he is no longer a figure that can use it from another game effect, he will gain access to using it from the gauntlet.

It is from way back a year ago, which if I am not mistaken is before the current rulebook or that PG entry kindly quoted by MisterId. (Look at all the talk of canceling powers in that thread!).
