So today I was in a tourney game for the Month 3 IG(Pitted against my fiance). My team was worth 292 and hers was 299. The game ended with her Roulette pushing to finish my Time Jump Flash. Who won and why?
We marked it up as both players had a ? until all tourney points were totaled and whoever ended up with the most overall Victory Points was deemed the winner.
On a funny side note we both won a Champion in the end taking 1st and 2nd
Since both teams were out, you would go by points.
So you would have won with 299 to her getting 292.
That said, some venues might do this differently.

DETERMINING THE WINNER
If only one player has surviving (undefeated) characters at the end of the game, that player is the winner. Otherwise, at the end of the game all players count their victory points (see below). Whoever scores the most victory points wins the game.

It is important to note that objects with a point value over 0 need to be removed from the game in order to be scored.
For example, say that she played the Gold Kryptonite (10 points) and it was still in play at the end of the game, the final score would have been 289 for you and 292 for her.
I know that this happened in a very grueling game for me once.
My team was Dr. Destiny, Tomar Re, and Barry Allan with the Violet Lantern. His team was BD Martian Manhunter and Blazam. Both teams were 298. I pushed Barry on his final click to KO Martian Manhunter. The Violet Lantern had not been destroyed, so it ended up as 298-293.

Thank you as well sir for a helpful addition.
Our game was (my team) Time Jump Flash, 150 pt Superman and Roulette (she had) Magneto, Hellfire guard, Roulette, and Cypher.
Superman killed the guard, then gets destroyed by Magneto. Magneto gets ate up by the Flash but not before being placed on a phasing click. Everybody goes base Cypher kills Roulette, Flash sudden stops cypher into a wall for the KO then Roulette goes all murder/suicide.
The damage from the attack resolves before the pushing damage. The moment you no longer had any pieces left, you lost, regardless if her piece would be KO'd afterward.

Nope.
Page 15 of 'da rules:
A HeroClix game ends when any one of the following situations occurs:
• Zero or one player has characters left on the map after all current actions have been resolved, OR
• A predetermined time limit/number of rounds for the game passes, OR
• A condition of the scenario or event dial being played causes the game to end.
Characters can’t leave the map before the end of the game unless defeated or unless required to do so by a game effect. After a winner has been determined, all players retrieve their game pieces.
Like everyone said above, it would thus come down to points. And before anyone asks, no, this is not new.
