PULSE WAVE Give this character a ranged combat action; halve its range value un-til the action has been resolved. Draw lines of fire to all characters within range in every direction; these lines of fire are only blocked by walls, blocking and elevated terrain. All game effects possessed or used by other characters with a line of fire drawn to them are ignored until the action has been resolved. At least one opposing character must have a line of fire drawn to it to activate this power. If ignoring a game effect would cause a character with a line of fire drawn to it to no longer have a line of fire drawn to it, then it is not ignored. If lines of fire can be drawn to two or more characters, this character’s damage value becomes 1 and is locked. Make a single ranged combat attack (even if this character is adjacent to an opposing character) and compare the attack total to the defense value of all other characters with a line of fire drawn to it; each character hit is dealt damage

You can use it while adjacent to an opposing figure, however, for the reason posted above.

If some other game effect said "no ranged combat, period" (say, a new area of special terrain on a forth coming map) then Pulse Wave can't be used.
All PW does is override the restriction on ranged combat normally imposed by adjacent opposing characters. Any other restrictions on ranged combat would still stand.

Do you mean something like the Supressive Fire Feat?

Pulse Wave would've ignored whatever Feats you had on your character that the PWer was attacking, anyway.
Pulse Wave would ignore the Feats, sure, but only AFTER Pulse Wave has been activated. Suppressive Fire can prevent a character from activating Pulse Wave, in the first place.
So, are all powers game effects? What I'm asking is, does Pulse Wave nullify defense powers, such as Impervious or Invulnerable?

Yes. Game effect is a catch-all that describes basically anything that can potentially affect the game. Powers, abilities, feats, special map rules, etc are all game effects.

Those would be game effects possessed or used by the character, yes. They would get ignored by the Pulse Wave unless they had a "cannot be ignored" clause.
That's makes so much more sense. As I've been learning the game with my buddy, I've often thought, "What the heck makes Pulse Wave so friggin' valuable?"
